Prepare the vegetables: dice the onion, mince the garlic, chop the carrot and celery into small pieces, and dice the bell pepper. Roughly chop the tomatoes.
Heat olive oil in a large pot over medium heat. Add the onion and cook for 3-4 minutes until softened. Add the garlic and cook for another minute until fragrant.
Add the carrot, celery, and bell pepper to the pot. Cook for 5-6 minutes until vegetables begin to soften.
Stir in the tomato paste and cook for 1-2 minutes to deepen its flavor. Add the chopped tomatoes, oregano, and thyme. Cook for another 2-3 minutes.
Pour in the white wine and let it simmer for 2-3 minutes until reduced by half. Add the fish stock and bring to a gentle simmer.
Season with salt and pepper. Cover and simmer for 15-20 minutes to allow the flavors to develop.
Cut the white fish fillet into bite-sized pieces. Add the fish pieces to the simmering stew and cook for 3-4 minutes until just opaque.
Add the prawns and mussels to the pot. Cover and cook for 3-5 minutes until the prawns are pink and cooked through, and the mussels have opened (discard any that don't open).
Taste and adjust seasoning if needed. Stir in the chopped fresh parsley just before serving.
Ladle the seafood stew into bowls and serve immediately with crusty bread if desired.
