Preheat oven to 200°C (400°F). Cut bell peppers into quarters, remove seeds and membranes.
Place bell peppers on a baking sheet, drizzle with 1 tablespoon olive oil, and roast for 20-25 minutes until softened and slightly charred.
Remove peppers from oven and let cool slightly. Peel off skins if desired, then chop into bite-sized pieces.
Rinse and drain chickpeas. Finely chop red onion and parsley. Mince garlic.
In a medium bowl, combine chickpeas, roasted peppers, red onion, parsley, and garlic.
In a small bowl, whisk together remaining olive oil, lemon juice, salt, and black pepper.
Pour dressing over the salad and toss gently to combine. Let sit for 10 minutes to allow flavors to meld.
Serve immediately or refrigerate for up to 2 days for best flavor.
