Preheat oven to 200°C (400°F). Roast the red bell pepper and tomatoes for 20 minutes until softened and slightly charred.
In a food processor, combine the roasted peppers, tomatoes, almonds, 2 tablespoons olive oil, and garlic. Blend until smooth to make the romesco sauce.
Drain and rinse the chickpeas. Mash them in a bowl with a fork or potato masher until mostly broken down but still chunky.
Add breadcrumbs, chopped parsley, smoked paprika, salt, pepper, and lemon juice to the chickpeas. Mix well to combine.
Form the chickpea mixture into small balls (albondigas), about 2.5cm (1 inch) in diameter.
Heat remaining olive oil in a pan over medium heat. Brown the albondigas on all sides, about 5-7 minutes total.
Serve the chickpea albondigas warm with the romesco sauce drizzled over the top.
