Preheat oven to 375°F (190°C). Cut tops off bell peppers and remove seeds and membranes.
Cook quinoa according to package instructions and set aside to cool slightly.
In a skillet, heat olive oil over medium heat. Add chopped onion and garlic, sauté until soft.
Crumble tempeh into the skillet and cook until lightly browned, about 5-7 minutes.
Stir in cooked quinoa, tomato sauce, salt, and black pepper. Cook for 2-3 minutes to combine flavors.
Stuff each bell pepper with the quinoa-tempeh mixture. Place in a baking dish.
Cover with foil and bake for 30 minutes. Remove foil and bake 10 more minutes until peppers are tender.
Garnish with fresh parsley before serving.
