Rinse the brown rice under cold water until water runs clear. Soak saffron threads in 2 tablespoons of warm vegetable broth for 10 minutes to release color and aroma.
Heat olive oil in a large pan over medium heat. Add chopped onion and minced garlic, sauté until softened and fragrant, about 3-4 minutes.
Add diced red bell pepper and cook for another 2 minutes. Stir in paprika powder and cook for 30 seconds until aromatic.
Add the rinsed brown rice to the pan and stir to coat with oil and spices. Cook for 1-2 minutes until rice is lightly toasted.
Pour in the remaining vegetable broth and the saffron-infused broth. Bring to a boil, then reduce heat to low, cover, and simmer for 15 minutes.
While rice is cooking, clean and prepare seafood. Remove shells from shrimp, scrub mussels, and cut squid into rings.
After 15 minutes, arrange the seafood (shrimp, mussels, and squid) on top of the rice. Cover and cook for another 8-10 minutes until seafood is cooked through and mussels have opened.
Remove from heat and let stand covered for 5 minutes. Discard any unopened mussels. Fluff rice gently with a fork.
Stir in chopped fresh parsley, season with salt and black pepper to taste. Serve immediately.
