Drain and rinse the white beans if using canned. If using dried beans, soak overnight and cook until tender.
Finely chop the onion, dice the carrot and celery, mince the garlic, and chop the bell pepper into small pieces.
Heat olive oil in a large pot over medium heat. Add the chopped onion, carrot, and celery. Sauté for 5-7 minutes until softened.
Add the minced garlic and chopped bell pepper. Cook for another 2 minutes until fragrant.
Add the white beans, vegetable broth, bay leaf, salt, and black pepper. Bring to a simmer.
Reduce heat to low, cover, and simmer for 20-25 minutes, allowing the flavors to meld together.
Remove the bay leaf. Taste and adjust seasoning if needed.
Serve hot, garnished with fresh parsley.
