Finely chop the onion and garlic. Dice the carrot, bell pepper, zucchini, and tomato into small pieces.
Heat olive oil in a medium saucepan over medium heat. Add onion and garlic, sauté for 2-3 minutes until fragrant.
Add the diced vegetables (carrot, bell pepper, zucchini) and cook for 5 minutes until slightly softened.
Add the brown rice and stir to coat with oil. Toast for 1 minute.
Pour in the vegetable broth and add saffron, paprika powder, salt, and black pepper. Bring to a boil.
Reduce heat to low, cover, and simmer for 35-40 minutes until rice is tender and liquid is absorbed.
Stir in green peas and diced tomato during the last 5 minutes of cooking.
Remove from heat and let stand covered for 5 minutes. Fluff with a fork and garnish with fresh parsley before serving.
